Manuel Foster Recabarren[a] (5 May 1864 – 11 June 1946) was a Chilean politician, lawyer and academic who served as a member of the Chamber of Deputies of Chile.

A member of the Conservative Party, Foster represented Santiago from 1912 to 1915. He served on the Permanent Commission of Foreign Relations and a special finance commission.[1]

Foster was born in Santiago to Julio Mulford Foster and Luisa Recabarren Rencoret. He studied law and political science at the University of Chile, qualifying as a lawyer in 1890, and later continued his studies at Leipzig University. He also worked in journalism and taught commercial and international law at the Pontifical Catholic University of Chile.

His public career included several government and diplomatic posts. He served as Minister of War and Navy under Germán Riesco, Minister of Finance under Juan Luis Sanfuentes, and Minister of Foreign Relations under Carlos Ibáñez del Campo. He also represented Chile in international negotiations and commissions, including those concerning the Tacna and Arica dispute.

Foster died in Santiago on 11 June 1946.
