Julio Puga Borne (7 October 1864 – ?) was a Chilean lawyer, agriculturalist and politician who served as a member of the Chamber of Deputies of Chile.
A member of the Liberal Party, Puga represented Yungay and Bulnes from 1912 to 1915. He served as first vice president of the Chamber from 3 June 1912 and was a member of the Permanent Commission of Foreign Relations and Colonization.[1]
He also chaired the Special Commissions on Primary Education and the Longitudinal Railway.[1]
Puga had previously represented Yungay and Bulnes from 1903 to 1909. During his first term, he served twice as second vice president of the Chamber and was a member of the Permanent Commission of Internal Police. Following his reelection for the 1906–1909 term, he served as first vice president and was a member and president of the Permanent Commission of War and Navy, as well as a member of the Permanent Commission of Internal Police.[1]
Biography
[edit]Puga was born in Chillán on 7 October 1864, the son of Federico Puga and Vitalia Borne. He studied humanities at the Instituto Nacional and the Liceo de Valparaíso, and later studied law at the University of Chile, qualifying as a lawyer in 1891.[1]
He began his public career as an official in the Ministry of Justice and Public Instruction and later worked at the Central Statistical Office. In 1885, he participated in the preparation and publication of Chile's general census.[1]
Puga was also a professor of Spanish grammar at the Instituto Nacional and a member of university examining commissions in history. He served as secretary general of the National Exhibition of 1888 and represented Chile at the Exposition Universelle of 1889 in Paris.[1]
He served as intendant of Valdivia Province in 1896 and of Aconcagua Province in 1900. He was appointed a Knight of the Legion of Honour of France and a Commander of the Order of Isabella the Catholic of Spain.[1]
Although trained as a lawyer, Puga practiced the profession only briefly and devoted much of his activity to agriculture, particularly viticulture and winemaking. In July 1930, he was appointed professor of public finance.[1]
