Yaron A. Felus (born 1968) is an Israeli data scientist and geodesist who has served as national statistician of Israel and head of the Israel Central Bureau of Statistics (CBS) since April 2023.[1][2] He is an associate professor at Ariel University and was chief scientist of the Survey of Israel from 2012 to 2021.[3]

Early life and education

Felus was born in Holon in 1968.[4] He earned a B.Sc. in electrical and computer engineering at Ben-Gurion University of the Negev through the IDF academic reserve program,[4] and served in the Israel Defense Forces as an officer in the C4I Corps.[1] He completed a master's degree in geoinformation at the ITC research center of the University of Twente in the Netherlands and qualified as a licensed surveyor at the Technion.[4]

In 1998 he began doctoral studies at Ohio State University. There he worked at the Byrd Polar and Climate Research Center on a National Science Foundation project to build a geospatial database of West Antarctica, and took part in a field expedition to the South Pole.[4][5] He received his Ph.D. in 2001; his dissertation was supervised by Alan Saalfeld and Burkhard Schaffrin.[6]

Career

Felus worked as an associate professor, consultant and research project manager at Ferris State University in Michigan,[7][8] and for several years served as a senior adjunct faculty member in the geoinformation unit of the Technion's Faculty of Civil and Environmental Engineering.[7] He carried out a research project with the University of Mississippi for NASA on developing a course and methods for collecting and processing topographic data.[4] He was listed among the outstanding lecturers of the Technion's Faculty of Civil and Environmental Engineering in 2014.[9] He is a member of the Wexner Foundation Senior Leadership Network (class of 2015)[10] and completed a digital leadership program at Harvard University in 2016 and 2017.[4] Before his appointment as national statistician he was CEO of the technology incubator Visint Labs and a consultant to the Israel Land Authority.[7][11]

Survey of Israel

From 2012 to 2021 Felus was chief scientist and head of the research and development division of the Survey of Israel.[3] The post involves guiding research, development and standardization in geodesy, cadastre and geoinformation, assisting in drafting surveyors' regulations and professional guidelines, and promoting cooperation between government bodies.[12] In 2018 Globes reported on the government's real-estate database improvement, on which the Survey worked with the Israel Tax Authority, and quoted Felus on the state of the data before 2013.[13] He described the national real-estate database project, which began with Government Decision 374 of June 2013, and the accompanying geospatial portal in a 2021 article.[14] According to the CBS, he also advanced an amendment to the Land Law (three-dimensional parcels, 2018), the Survey Regulations (Surveying and Mapping) of 2016, and more than 60 professional guideline documents.[4]

He co-authored papers describing the TopoCad system, which unified the Survey's databases into a single online platform,[15] and the regulation of geo-information,[16] and quality control for crowdsourced topographic maps.[17] He was one of the authors of a 2019 International Federation of Surveyors publication on crowdsourcing and volunteered geographic information.[18]

Felus is an associate professor and head of the surveying and geoinformation track in the Department of Civil Engineering at Ariel University.[3][4][11]

National Statistician

The post of national statistician had been without a permanent holder for over a year since the retirement of Danny Pfeffermann when Felus was selected unanimously by a search committee set up by the Prime Minister's Office in April 2023.[1] The cabinet approved the appointment later that month.[2]

In July 2024 the CBS launched an interactive dashboard for the 2022 Population and Housing Census. It was developed with Google technologies and the company Jutomate, runs on the government cloud Nimbus, and is available through the government open-data site and the national maps portal, with a map application developed together with the Survey of Israel.[19]

Research

Felus's research covers total least squares methods for geospatial adjustment and spatial interpolation. With Burkhard Schaffrin he applied total least squares to errors-in-variables models in geomatics, addressing coordinate transformation, cadastral map enhancement and geodetic adjustment.[20] He also developed a Delaunay triangulation-structured Kriging method for spatial interpolation in geographic information systems.[21]
