Vibhor Agarwal (born 27 July 1991) is an Indian entrepreneur, educational administrator, social worker, and former civil servant. He previously worked under the Department of Revenue within the Ministry of Finance, Government of India, serving as an officer in the Central Board of Indirect Taxes and Customs (CBIC) Chennai Zone.

Following his voluntary retirement from the civil services in 2020, Agarwal moved into business and non-profit administration. He is the Director of the Maa Saraswati Sansthan trust, Roorkee, which administers Greenwood Public School in the Haridwar district. In the commercial sector, he manages retail operations as a franchise proprietor of Lenskart and serves as a partner in Synergy Petroleum, a fuel retailing outlet of Reliance BP Mobility Limited (Jio-bp).

Early life and family background

Vibhor Agarwal was born on 27 July 1991 inRoorkee, located in the State of Uttarakhand, India. He was raised in a humble business and socio-politically active family.

His father, Shri Mukesh Agarwal, is a well-known businessman, and veteran member of the Bharatiya Janata Party (BJP) who has been actively engaged in civic, social, and political initiatives across the state. His mother, Smt. Santosh Agarwal, is a businesswoman who participates in local community welfare programs.

Education and competitive examinations

Agarwal received his primary and secondary schooling at St. Gabriel's Academy, Roorkee, completing his High School (Class X) and Senior Secondary (Class XII) in the Science stream.

He subsequently pursued higher technical education at the Jaypee Institute of Information Technology (JIIT) in Noida, Uttar Pradesh, where he graduated with a Bachelor of Technology (B.Tech.) degree in Electronics and Communication Engineering.

Public service examinations and academic selections

Following the completion of his engineering degree, Agarwal prepared for national-level competitive examinations:

UPSC Civil Services Examination (2014): Agarwal qualified the Civil Services Preliminary Examination and appeared for the competitive Civil Services Mains Examination.

  • Staff Selection Commission Combined Graduate Level Examination (SSC CGL 2015): He successfully secured selection into the Central Board of Excise and Customs (CBIC), Government of India.
  • Staff Selection Commission (SSC CGL 2016): In the subsequent cycle, Agarwal was selected for appointment as a Statistical Officer under the Ministry of Statistics and Programme Implementation (MoSPI). He chose not to take up this offer due to his ongoing appointment in the tax administration.
  • IIT Roorkee (2017): In 2017, he secured admission into the Master of Business Administration (MBA) program at the Department of Management Studies, IIT Roorkee, but declined the offer to continue his public service tenure with the Ministry of Finance.

Administrative career (2017–2020)

In March 2017, Agarwal officially entered the Central Civil Services following his SSC CGL 2015 recruitment, joining the Office of the Central Excise and Customs (subsequently restructured as the Central Board of Indirect Taxes and Customs). He was posted in Chennai Zone, serving in the Chennai North Division at Nungambakkam.

During his three-year tenure, which coincided with the nationwide rollout of the Goods and Services Tax (GST) regime in July 2017, Agarwal was tasked with key operational and regulatory responsibilities:

  • Facilitating the procedural transition from legacy Central Excise and Service Tax systems into the integrated digital GST framework across high-density commercial clusters of North Chennai.
  • Conducting revenue audits, tax return assessments, and monitoring statutory regulatory compliance.

In February 2020, Agarwal chose to step down through voluntary separation from his government posting to concentrate on enterprise building and direct public service initiatives in his home state of Uttarakhand.

Philanthropic work and rural education

Maa Saraswati Sansthan

Agarwal serves as the Director of Maa Saraswati Sansthan, a registered not-for-profit educational trust. The trust was established with the objective of providing accessible, affordable, and high-standard educational infrastructure to youth residing in rural and underserved communities.

Under this trust, Agarwal oversees the administration and development of Greenwood Public School, Chudiala, near Roorkee. The institution is affiliated with the Central Board of Secondary Education (CBSE), offering education up to the Senior Secondary level (Class XII). As Director, he guides statutory compliance, academic curriculum execution, affirmative fee subsidisation for underprivileged rural families, and school infrastructure modernisation.

COVID-19 pandemic relief mobilization

Following his return to Roorkee in early 2020, the outbreak of the COVID-19 pandemic prompted large-scale community mobilization. Between March 2020 and 2022, Agarwal served as a civic coordinator, collaborating with local administrative authorities and civil society organizations across the Haridwar district:

  • Coordinating field logistics in close liaison with the Municipal Corporation Roorkee (Nagar Nigam Roorkee) and local district health offices.
  • Organizing emergency procurement and direct delivery of critical prescription medicines, oxygen concentrators, and cylinders during peak transmission phases.
  • Liaising with local hospitals to assist vulnerable families with patient admissions and emergency care access.
  • Collaborating with civic and humanitarian bodies, including the Lions Club of Roorkee, the Indian Red Cross Society, local blood banks, and community cremation committees (notably the Malviya Chowk Shamshan Ghat Samiti), ensuring the dignified performance of final rites and community food distribution.

Business ventures

Following his administrative career, Agarwal entered the commercial sector, establishing ventures in modern retail and energy distribution:

  • Lenskart Franchise (Roorkee): In January 2023, Agarwal became the proprietor of a franchise outlet of the prescription eyewear and optical brand Lenskart in Roorkee. He oversees store operations, supply chain fulfillment, fiscal compliance, and customer service delivery.
  • Synergy Petroleum: In 2024, Agarwal entered the energy distribution sector as an owner in Synergy Petroleum, a fuel and mobility retail outlet affiliated with Reliance BP Mobility Limited (Jio-bp). His responsibilities encompass regulatory petroleum compliance, health, safety, and environmental (HSE) standards, and retail inventory systems.

Personal life

Vibhor Agarwal is married to Smt. Yashaswi Nigam Agarwal. The couple has one daughter, Riddhi Agarwal (born c. 2024). The family resides in Civil Lines, Roorkee, Uttarakhand. Agarwal is fluent in both Hindi and English.
