Uazamo Kaura is a Namibian environmental and climate policy professional with more than two decades of experience in climate change, environmental governance and sustainable development programming. She has worked in senior roles within Namibia’s public sector and with the United Nations Development Programme (UNDP), contributing to national climate resilience initiatives and international climate reporting processes under the United Nations Framework Convention on Climate Change (UNFCCC).
Early career
[edit]Kaura began her professional career as a conservation scientist in the Directorate of Environmental Affairs within Namibia’s Ministry of Environment and Tourism. In this capacity, she was involved in national environmental planning and stakeholder consultation processes related to climate change, biodiversity conservation and natural resource management.
In 2009, she was listed as a conservation scientist representing Namibia at a session of the UNFCCC Subsidiary Bodies, reflecting her early engagement in international climate policy and reporting processes.[1]
She later served as project manager for the Scaling up Community Resilience to Climate Variability and Climate Change in Northern Namibia (SCORE) project, a nationally implemented initiative focused on strengthening community-level climate resilience and adaptation planning. Her role is documented in independent institutional reviews of climate resilience programming in Namibia.[2]
An independent climate landscape analysis published by UNICEF in 2018 also lists Kaura as project manager for the SCORE initiative, further confirming her role in national climate adaptation programming during this period.[3]

Climate transparency and UNFCCC reporting

She provided remarks on behalf of UNDP leadership at the inception of Namibia’s Fifth National Communication and First Biennial Transparency Report (NC5/BTR1) project, which aims to strengthen national capacity for greenhouse gas inventories, mitigation and adaptation tracking and climate reporting.[4]
She has also authored analytical commentary published by UNDP on Namibia’s climate transparency pathway and its role in supporting evidence-based climate ambition in Africa.[5]
Climate information and resilience
[edit]Kaura has been involved in advancing climate information services and early warning systems in Namibia, including through the Strengthening Climate Information and Early Warning Systems for Enhanced Adaptation Planning and Resilience in Namibia (SANIED) initiative. She has participated in national workshops addressing the integration of climate data, early warning systems and adaptation planning, as reported by UNESCO.[6]
