The Pan American Union of Reserve Officers of the Armed Forces (Template:Lang-es, commonly known by its Spanish acronym UPORFA) is an international non-governmental organization that represents and brings together military reserve officer associations across the Americas.[1]

Established in 1996, the organization serves as a permanent regional forum to foster mutual cooperation among military reserve forces, facilitate doctrinal and operational exchange, preserve military and civic values, and promote democratic institutions and human rights within the Inter-American defense framework.[2]

[edit]

UPORFA operates under private international law as a non-profit entity. Under its organizational statutes, the union recognizes only one national reserve officer organization per country.[3] Each member entity must be legally constituted in accordance with the laws of its home country and maintain official consent or endorsement from its respective national military and civilian authorities.[3]

Prospective national associations must submit membership applications to the President, which are reviewed by the Executive Committee and formally ratified by the General Assembly.[3]

  • Promoting the formulation of reserve force policies, training exchanges, and strategic doctrinal sharing according to national military regulations.[8]
  • Preserving ethical, civic, and moral virtues inherent to military service within civil societies.[3]
  • Strengthening interoperability and partnership between armed forces, governmental bodies, and civil organizations.[2]

International congresses

[edit]

The organization convenes annual international congresses on a rotational basis among its member nations, combining plenary assemblies, academic lectures, and joint events hosted alongside national military education institutions:[2]

  • XXIV International Congress (Lima, Peru – 2024): Hosted at the Peruvian Army War College (Escuela Superior de Guerra del Ejército), focusing on regional security and professional reserve integration.[8]
  • XXV International Congress (Cartagena, Colombia – 2025): Organized in collaboration with the Colombian Armed Forces Reserve Officers (POR).[9]
