Shubhalakshmi Panse, also known as Subhalakshmi Aamod Panse, is an Indian banker and the former Chairperson and Managing Director of Allahabad Bank (2012-2014), becoming the first woman to lead one of India's oldest banking institutions. During her tenure Panse drove major non-performing asset (NPA) recovery drives and enhanced the fresh recruit training to a 3-months program to tackle the public-sector bank's talent deficit. She also served as the Executive Director of Vijaya Bank and General Manager at Bank of Maharashtra.
Panse served on national regulatory advisory committees of the Reserve Bank of India - P. J. Nayak Committee (2014), examined the banks' board governance and autonomy and the External Advisory Committee (2015), to evaluate applications for establishing payment banks. She was also appointed by Central Government of India as the Chairperson of the Quality Review Board at Institute of Actuaries of India. Panse was part of high-level government panels formed to elect top level executives like Chairperson, Managing Directors, Executive Directors for public-sector banks.
Education
[edit]Panse holds a Master of Science (M.Sc) degree in zoology as a gold medalist from Savitribai Phule Pune University.[1][2] While pursuing a doctorate in Embryology in Pune University, she qualified for Bank of Maharashtra post in 1976.[3] In 1993, while working full-time in the commercial bank, she completed a masters in Management and finance from University of Pune.[2] She also holds a diploma in Business Management from the same university.[4] Later in 1998, while she was on a sabbatical, she completed her MBA with specialization in Bank Management from Drexel University, USA. [3] She is also a Certified Associate of the Indian Institute of Bankers (CAIIB).[1] [5]
Career
[edit]Panse joined the Bank of Maharashtra as a Probationary Officer in 1976 and advanced to the post of General Manager over three decades.[1] She served as the head of Information Technology department and circle head for South India covering Karnataka, Andra Pradesh, Tamil Nadu, Kerela and Pondicherry.[6][2]
Vijaya bank
[edit]In November 2009, Panse was appointed as the Executive Director at Vijaya Bank where she managed various segments like credit, recovery and fund management.[5][3] During her tenure, bank's deposits grew by 13.56% in FY2009-2010 and by 16.81% in FY2012-2013.[3]
Panse introduced several initiatives to expand bank's customer base in order to increase the CASA ratio and bank deposits, :
- Youth and student banking: Panse spearheaded the initiative of opening accounts for school and college students. She introduced the facility to start deposit in multiple of Rs10 per month for 10 years, to serve as margin money for future student loans.[7]
- E-deposits: Co-launched e-deposit facility for customers, to bring in new customers thus increasing the CASA ratio.[8]
- National and International outreach: Increased add flow and branding hoardings to attract young customers. Conducted road-shows in Abu-Dhabi and Dubai to tap young NRI customers.[7]
In recovery management, Panse personal efforts led to the recovery of a 7-crore non-performing loan from a politically connected clients widower.[3]
Allahabad bank
[edit]In 2012, Panse was appointed as the Chairperson and Managing Director (CMD) of the state-owned Kolkata-based Allahabad Bank[9][5] and became the first woman to head one of India's oldest banking institution.[3] Her appointment adds to the new era of women leading the public sector banks.[10][11]
Upon taking charge, Panse addressed the hidden Rs 1,700 crore non-performing asset (NPA) identified by Reserve Bank of India's inspection. She established a daily tracking system, with her 48 zonal managers, and trebled the loan recovery targets, resulting in recovering increasing from Rs300-400 crore to 900 crore in her first quarter, Rs1,100 crore in her second, Rs 1,200 crore in her third and Rs 1,500 crore in her fourth quarter.[12] She also sold Rs540 crore of NPAs to Asset Reconstruction Companies (ARC).[13][14][15]
To tackle the industry wide middle level management talent shortage in public sector banks, Panse improved the on-boarding process, hired external HR consultants, extending the new officer training from a week's training to 3-months training, in addition to giving one month's training to fresh clerical staff.[16]
During FY2012-2013, the bank's business grew by 13.92% YoY, deposits grew by 12%YoY. The bank also focused on technology to lower transaction costs and opened 200 new branches and 131 ATMs to support future growth.[17] Panse retired from Allahabad Bank in January 2014.[18]
Advisory committee member
[edit]Panse served on the Reserve Bank of India's (RBI) P.J. Nayak Committee (2014) to review and provided recommendations to strengthen the regulatory compliance requirements, guidelines for bank ownership, work and representation in bank's boards.[19]
She was also appointed as a member of RBI's External Advisory Committee (2015) to evaluate the applications for setting up of Payment Banks.[20] [1]She was also part of high-level government panels formed to elect top level executives like Chairperson, Managing Directors, Executive Directors for public sector banks.[1]
In addition, she was appointed by Central Government of India as the Chairperson of the Quality Review Board (QRB) at Institute of Actuaries of India.[21][22][23]

[edit]Panse credits her parents for her achievements, as they raised her as an independent individual, encouraging her with the words "You can do it." This encouraged her to complete her Master's in finance and business management (1993) while working during the day and studying in the evening. Panse says she has always been 200 percent committed, thus she was able to complete her 3-year MBA program at Drexel University in 12 months.[3]
