History

The organization was established by Captain Richard Werner, a certified instructor and safety advocate. Werner has collaborated with local officials on Long Island to promote awareness of boating regulations and public safety initiatives.[1]
The organization was a participant in advocacy efforts related to the implementation of Brianna's Law in New York, which mandates safety education for motorized boat operators. In 2026, the organization expanded its educational offerings to multiple U.S. states through both in-person and digital platforms.[2]
Recognition
[edit]In 2020, Captain Richard Werner was named the Northern Region Educator of the Year by the National Association of State Boating Law Administrators (NASBLA). The award recognized contributions to boater education and safety standards within the northeastern United States.[3]
