Richard Henry Powell (April 18, 1827 – April 12, 1917) was an American lawyer who served as a justice of the Arkansas Supreme Court in 1883.

Born in Sussex County, Virginia.
Judge Richard H. Powell, aged 90, former associate justice of the Arkansas Supreme Court, died at his home here today. He was appointed to the Supreme bench by Governor William Meade Fishback to succeed Judge W. E. Hemingway of Little Rock, resigned. He served 15 years as Judge of the Third judicial District. He cast his first vote for Zachary Taylor and voted for the Democratic Party's national nominee in every election, except in 1864, when he was a prisoner on Johnson's Island, having been captured by Union Army soldiers. Judge Powell served in the Confederacy with and rose to the rank of captain. He formerly lived at Batesville, Arkansas where burial will be made. He leaves two sons and four daughters.[1]
