The Retail Networks Development Union (RNDU; Azerbaijani: “Ticarət Şəbəkələrinin İnkişafı” ictimai birliyi, TŞİİB) is an Azerbaijani trade association representing food and non-food retail chains. It was established in July 2020 with the support of Azerbaijan's Ministry of Economy and the Small and Medium Business Development Agency.[1]

History and membership

The union held its first meeting on 3 September 2020, when the Bravo, Rahat, Araz, Bazar Store, Grandmart and Bolmart chains were admitted as members. Its stated objectives included facilitating information exchange between retail networks, supporting the sale of locally produced goods and organising training for retail employees.[1]

At a general meeting on 1 October 2025, a new board was elected and Araz Imanov was appointed chair. The union's membership was reported as comprising Al, Araz, Baqqal, Bazarstore, Bolmart, Bravo, Grandmart, Megastore, Neptun, Novas Home, Oba, Rahat, Rossmann, Soliton, Spar and Tamstore.[2]

In October 2025, Marja reported that the union's members had collectively paid more than 150 million manats in taxes during 2024 and were among Azerbaijan's 100 largest taxpayers.[2]

In a May 2026 interview, Imanov said that member companies employed nearly 100,000 people and operated more than 3,500 retail outlets. Citing data published by Azerbaijan's State Tax Service, he said their tax payments exceeded 170 million manats in 2025 and that their aggregate position among the country's largest taxpayers had moved from tenth in 2024 to ninth in 2025.[3]

Activities

The union works with public authorities, business associations and media organisations on economic, regulatory and institutional issues affecting the retail sector.

In 2025, it organised a journalism research competition on the role of retail in the development of small and medium-sized enterprises together with the Azerbaijan Press Council and the Veyseloglu Group of Companies.[4][5]

In October 2025, RNDU and the Federation of Turkish Retailers signed a cooperation protocol covering retail standards, sustainability, digital transformation, consumer protection and professional training.[6]

In February 2026, the Azerbaijan Press Council issued a statement supporting the union's position that claims concerning the food and retail sectors should be based on substantiated evidence.[7]

In April 2026, the union held discussions with the State Advertising Agency of Azerbaijan concerning outdoor-advertising regulation and issues encountered by retail networks.[8]

On 9 June 2026, RNDU and the Azerbaijan Banks Association signed a memorandum of understanding at the International Finance and Banking Summit in Baku.[9]
