Koeut Chhe (Khmer: កេីត ឆែ ; born 2 June 1975) is a Cambodian civil servant and administrator who has served in provincial and municipal government roles for over two decades. As of August 2025, he serves as Deputy Governor of Kampot Province.
Career
[edit]Koeut Chhe's career in public administration has included several senior positions in Cambodia's provincial and municipal governments. He served as Deputy Governor of Pursat Province from 2014 to 2017, Deputy Governor of Phnom Penh from 2017 to 2025, and has served as Deputy Governor of Kampot Province since August 2025.
Deputy Governor of Pursat Province (2014–2017)
[edit]As Deputy Governor of Pursat Province, Koeut Chhe was responsible for administrative affairs, financial management, state property, and public procurement within the provincial administration.[1]
Deputy Governor of Phnom Penh (2017–2025)
[edit]During his tenure as one of Phnom Penh's deputy governors, Koeut Chhe was a frequent public spokesperson for the municipal administration, commenting on infrastructure, public health, and civic events.
Infrastructure. He oversaw and reported on major transport projects in the capital, including plans for new flyovers intended to ease traffic congestion, such as at the Chaom Chao interchange and Stung Meanchey.[2] He said the projects were expected to significantly cut congestion and reduce residents' cost of living, citing the existing Chaom Chao interchange and Stung Meanchey flyover as having already saved commuters time and fuel.[2] He was also the municipal spokesperson for the Koh Pich–Koh Norea Bridge, a cable-stayed bridge estimated to cost $38 million and spanning 824 meters, linking Diamond Island City (Koh Pich) to the Koh Norea peninsula in Chbar Ampov district,[3] which opened for temporary use on October 20 to help relieve congestion on National Road 1 and the Preah Monivong (Chbar Ampov) Bridge.[4]
COVID-19 response. During the COVID-19 pandemic, Chhe coordinated the capital's public health response, including home-care services for patients delivered by municipal medical teams,[5] and enforcement of a citywide curfew introduced to curb the spread of the Delta variant, running from 9 p.m. to 3 a.m. starting July 29, 2021.[6]
Public events. As deputy governor, he regularly spoke on preparations for major civic festivals, including Cambodia's annual Water Festival.[7]
Deputy Governor of Kampot Province (2025–present)
[edit]In August 2025, Koeut Chhe was transferred from Phnom Penh to Kampot Province as part of a broader rotation of provincial deputy governors ordered by the Ministry of Interior. He replaced Penh Thearom in a ceremony at the Kampot Provincial Hall, attended by Mao Chantara, Secretary of State at the Ministry of Interior, and other senior officials.[8][9] The reassignment was intended to help accelerate development efforts in the province.[8][9]
