Jaime Kinder is an American politician and community organizer serving as the mayor of Meadville, Pennsylvania. Elected in November 2021 and sworn into office in January 2022, she is the first woman and the first African American to serve as mayor in the city's history.[1][2]
Early life and education
[edit]Kinder is a lifelong resident of Meadville, where her family has resided for multiple generations.[3] Prior to entering public office, she worked in various working-class and management roles within the region, including factory manufacturing, retail, sales, and cleaning services at Allegheny College.[3] She later co-owned Evolution Printing Services and worked as a professional community organizer.[4]
As an adult student, Kinder attended Edinboro University of Pennsylvania (now Penn West Edinboro), where she studied sociology and African American history.[3]
Community organizing and entry into politics
[edit]Kinder first became involved in civic engagement in 2016 through "Community Heart & Soul" (locally known as the My Meadville project), a grassroots story-gathering initiative supported by Pennsylvania Humanities that sought to document resident perspectives on the city's future.[3][5]
Kinder became involved in formal local politics during the COVID-19 pandemic. After advocating for a municipal pandemic task force to assist local small businesses—a measure that was ultimately voted down by the sitting city council—Kinder began organizing local residents to run for municipal office.[3] Local civic groups subsequently recruited Kinder to run for the mayoral seat.[3]
Mayoral career

[edit]In the 2021 municipal election, Kinder ran for mayor of Meadville as the Democratic nominee, securing the seat by defeating write-in candidate Marcy Kantz.[6] Upon taking office on January 3, 2022, Kinder became the city's first female and first Black mayor.[4][7]
2022 legal proceedings
[edit]In August 2022, Kinder was charged by the Crawford County District Attorney's Office with welfare fraud related to Supplemental Nutrition Assistance Program (SNAP) benefits. Prosecutors alleged that she had improperly received benefits by failing to report changes in household income. The charges received regional and national media attention.[8]
In 2024, the charges were dismissed after a judge ruled that prosecutors had failed to establish a prima facie case, finding insufficient evidence that Kinder knowingly made false statements or intentionally withheld required information.[9]
Tenure and policy initiatives

- Housing Reform: The administration established a municipal rental inspection agency and passed Pennsylvania's first municipal non-retaliation ordinance intended to protect tenants who report code violations from landlord retaliation.[3][10][11]
- Healthcare and Public Services: Kinder oversaw the implementation of a municipal ambulance program providing free emergency transit to Meadville residents.[3][11]
- Environmental Policy: Under her leadership, the city established an environmental advisory committee and passed its local climate action plan.[3][10]
- Fiscal Management: Kinder's administration balanced the Meadville city budget for three consecutive fiscal years, following a period of prior budget deficits.[3]
2025 Re-election
