Major General Gary W. Keefe[1]

Gary W. Keefe is a senior officer in the United States Air Force and the Massachusetts Air National Guard. He currently serves as the 43rd Adjutant General of the Massachusetts National Guard, a position he was appointed to by the Governor of the Commonwealth in May of 2016.[2] In this role, Major General Keefe is responsible for overseeing the strategic direction, administration, and operation of the Massachusetts National Guard, which includes managing over 9,000 soldiers, airmen, and civilians, as well as an annual budget of $450 million and over $8 billion in facilities, equipment, and weapon systems. stationed through the Commonwealth of Massachusetts .[3][4]

Early Life and Education

Keefe started his education by attending Norwich University in Northfield, Vermont, where he earned a Bachelor of Science in Business Administration in 1986. He later went on and received a Master of Science in Management from Lesley University in Cambridge, Massachusetts, in 1991. His military education includes the completion of the United States Air War College at Maxwell Air Force Base in Alabama in 2003 as well as other numerous military courses .[4]

Military Career

Active Duty Service

Keefe received his military commission in 1986 through the Reserve Officer Training Corps (ROTC) program at Norwich University. Upon commissioning, he served on active duty status as a Ground Launched Cruise Missile Launch Officer with the 71st Tactical Missile Squadron out of Florennes Air Base, Belgium[4]. He completed his active duty service in 1992 as a Peacekeeper Inter-Continental Ballistic Missile (ICBM) Combat Crew Flight Commander and Evaluator assigned to the 90th Strategic Missile Wing at Francis E. Warren Air Force Base, Wyoming.

Following his active duty service, Keefe joined the Massachusetts Air National Guard in 1992, serving with the 104th Fighter Wing at Barnes Air National Guard Base in Westfield, Massachusetts, as an Active Guard/Reservist[4] . Throughout his time with the 104th Fighter Wing, he held numerous leadership positions, including Logistics Plans and Programs Chief, Supply Management Officer, Aircraft Maintenance Officer, Logistics Group Commander, Maintenance Group Commander, and Mission Support Group Commander . Keefe's father Major General George W. Keefe served as the 39th Adjutant General at this time. [4]

Deployments and Commands

Keefe has commanded/lead at various levels during several major operations and conflicts:

  • Operation Allied Force (1999): Keefe served as the Expeditionary Logistics Group Commander for the presidentially activated 104th Expeditionary Operations Group at Birgi Air Base, Trapani, Italy. He commanded 420 personnel from the U.S. Air Forces Europe, Air National Guard, and Air Force Reserve[5].
  • Operation Southern Watch (2000): He commanded the 104th Logistics Group for Air Expeditionary Force 7 at Ahmed Al Jaber Air Base in Kuwait.[5]
  • Operation Enduring Freedom and Operation Iraqi Freedom (2003): Keefe served as the 387th Expeditionary Logistics Group Commander at a classified location in Southwest Asia. He commanded over 800 U.S. Central Command personnel, ere he was responsible for directing all aircraft maintenance and logistics for A/OA-10 Thunderbolt II and Predator Remotely Piloted Aircraft missions.[5]

Prior to his appointment as Adjutant General, he served in key state headquarters roles, including Director of Manpower, Personnel and Human Resources (J1), Director of Staff, Vice Chief of the Joint Staff, Assistant Adjutant General-Air, and Commander of the Massachusetts Air National Guard.[5]

Awards & Decorations

In May 2016, Massachusetts Governor Charlie Baker appointed Keefe to perform the duties of the Adjutant General of the Massachusetts National Guard, succeeding Lieutenant General L. Scott Rice.[7] As the 43rd Adjutant General, Keefe is responsible for ensuring the readiness of Massachusetts Guard units to support national security objectives overseas and to protect life and property during natural disasters and civil emergencies within the Commonwealth[5][1][8]

Keefe has been highly active in the Department of Defense's State Partnership Program (SPP), particularly in strengthening the Massachusetts National Guard's bilateral ties with the Republic of Paraguay—a relationship that began in 2001.[9][10] Under his leadership, the partnership expanded to include cybersecurity, humanitarian response, and leadership development[10]. In April 2025, Paraguayan President Santiago Peña awarded Keefe the Order of Merit "Gral Div Bernardino Caballero" in the grade of "Gran Cross," the highest honor granted by the Paraguayan Armed Forces to foreign personnel, in recognition of his efforts. Keefe has also been extremely active with the Massachusetts National Guard's (SPP) relationship with Kenya which dates back to 2015. The relation focuses heavily on joint military training, disaster response, cyber defense, and vehicle maintenance.[11][12][13]

Civilian Career

In his civilian capacity, Keefe has served as a statutory state employee for the Commonwealth of Massachusetts acting as the full-time liaison for the Adjutant General and the Land and Air Component Commanders regarding the missions of the Massachusetts National Guard. He also served as the Executive Director of Joint Base Cape Cod from March 2013 to June 2014, overseeing a 22,000-acre joint military installation that supports the United State Army, United States Air Force, and Coast Guard operations.[4]

Personal Life and Legacy

Keefe comes from a family with a strong history of military service in Massachusetts. He is the son of the late Major General George W. Keefe, who previously served as the 39th Adjutant General of the Massachusetts National Guard and originally initiated the state's military partnership with Paraguay in 2001.[14][10] Keefe currently serves as the president of the board of the Fisher House Boston.[15] Keefe previously served as the Chairman of the Board of Trustees for the Soldiers' Home in Holyoke, MA. He was appointed to the board by the Baker administration to help facility navigate reforms and recover from its tragic COVID-19 outbreak.[16][17]Keefe is also a member of the Adjutant Generals Association of the United States, National Guard Association of the United States, National Guard Association of Massachusetts, Veterans of Foreign Wars Post 8006, American Legion Post #028, Association of the United States Army, Air Force Association, Ancient and Honorable Artillery Company of Massachusetts, The Military Order of the World Wars, Boston Chapter, Yankee Division Alumni Association, Commissioner to Administer Oaths to Public Officer, Commonwealth of Massachusetts, Board of Directors, National Guard Association of the United States, Board of Corporators, Florence Bank, Nominating Committee, Commonwealth of Massachusetts Office of Veterans' Advocate and finally Association of Air Force Missileers.
