Dinesh Kumar Gupta is an Indian police officer of the Indian Police Service (IPS), belonging to the AGMUT cadre. He serves in the Delhi Police and, as of 2026[update], is Additional Commissioner of Police (Traffic), Zone-II.[2][3] He is the author of Policing and Crime Trends in India (2025), a book on the history of policing in India, and was announced as a recipient of the President's Medal for Distinguished Service in August 2026.[1][3]
Early life and education
[edit]Gupta was born in Allahabad, Uttar Pradesh.[1] His father served in the Uttar Pradesh Police.[4]
According to the publisher's biography of his book, he completed a Bachelor of Science and a Bachelor of Laws at Lucknow University, a two-year postgraduate diploma in business administration at IPM Lucknow, and a Master of Laws in police studies at National Law University, Delhi.[1]
Career
[edit]Gupta is a 2010-batch officer of the AGMUT cadre of the IPS.[5] The Ministry of Home Affairs appointed him to the IPS by promotion from the Union Territory police service in 2019, on the basis of the 2016 Select List.[6]
In the Delhi Police he has served as Assistant Commissioner of Police in several sub-divisions and as Additional Deputy Commissioner of Police in several districts. As Deputy Commissioner of Police he has held posts including the Railways, IGI Airport, Traffic and Shahdara district units.[3][5]
From 2020 to 2023 he served in Arunachal Pradesh.[2] According to the publisher's biography, his postings there included officer on special duty to senior officers of the state police and commandant of the 1st Armed Police Battalion at Itanagar.[1]
As Additional Commissioner of Police (Traffic), he was responsible for traffic management during large public events, religious gatherings, parliamentary sessions and national ceremonies.[3]
Writing
[edit]Policing and Crime Trends in India was published by Prabhat Prakashan in July 2025.[1] The book traces policing in India from ancient times through the Vedic, Islamic, British colonial and post-independence periods, and discusses police reform and the effect of technology on policing.[1][4]
The book was launched on 27 July 2025 at the India Habitat Centre in Delhi. The event was attended by Harsh Malhotra, Minister of State in the Union government, the members of parliament Manoj Tiwari and Kiran Choudhary, and the Commissioner of Police, Delhi, Sanjay Arora.[4][7] Gupta said the idea for the book came to him while he was studying at National Law University, Delhi.[7] The launch was also covered by BW Police World[8] and the book was reviewed in Hindustan Times.[9]
Awards and honours
[edit]On Independence Day 2026, Gupta was named a recipient of the President's Medal for Distinguished Service, one of two awarded to Delhi Police personnel that year.[3][5]
His earlier honours include a meritorious service medal in 2018, the United Nations Medal for service in Kosovo, and the Antrik Suraksha Seva Padak and a Special Duty medal for counter-insurgency and internal-security duties in Arunachal Pradesh.[2][1]
