A digital city is a regional information space developed from the early 1990s through the 2000s in response to the spread of the Internet and the World Wide Web. It emerged as an effort to support local communities, civic participation, and regional economic development through information and communication technology (ICT). Digital cities have been studied as socio-technical systems at the intersection of urban studies, communication studies, and information technologies.[1][2][3]
These initiatives took diverse forms globally, reflecting their regional socio-political contexts—ranging from public-private partnerships emphasizing e-democracy in Europe, to grassroots community networks in North America, and government-led urban informatization programs in Asia.
Since the 2010s, as the focus of urban technology shifted from virtual communities toward the management of physical infrastructure via the Internet of things (IoT) and sensor networks, the digital city concept has evolved into the modern smart city paradigm. Retrospectively, digital cities are regarded as a vital foundational stage in the historical development of urban computing and digitally mediated urban life.
Dimensions of a digital city
[edit]Scholars often analyze digital cities as interdisciplinary platforms situated at the intersection of social sciences and computer science, with their architecture conceptually involving two interacting dimensions: the social dimension and the technical dimension.[3] Furthermore, urban design scholars have emphasized that digital cities are not merely technological layers but are socially constructed systems rooted in the politics, governance, and culture of their host cities.[1]
- Social dimension: This dimension focuses on promoting social interaction among citizens and determining what social value the platform creates. It positions the city as a foundation for diverse community activities and plays a role in deepening dialogues among citizens and between citizens and governments.[4]
- Technical dimension: This focuses on constructing "virtual spaces" as interfaces for next-generation broadband networks, and "connecting virtual and real spaces." By providing 3D virtual cities over broadband networks and dynamically integrating real-time sensor data from the physical city into the virtual space, the real world is extended through digital technology.[5]
Global heterogeneity
[edit]Digital cities developed as heterogeneous models, reflecting the cultural, historical, and socio-political backgrounds of each region.[2]
Europe: Public-private partnerships and digital democracy
[edit]In Europe, it was common to have a public-private partnership (PPP) structure involving local governments, businesses, universities, and citizens, with networking rooted at the city or neighborhood level.[6]
- Amsterdam: In 1994, the non-profit organization "De Digitale Stad" (DDS) was established to facilitate communication between the municipal council and citizens. Text-based terminals were placed in public spaces such as libraries, focusing on social interaction. It became a prominent example, growing to 80,000 registered users by 1998.[7]
- Helsinki: The "Helsinki Arena 2000" project, initiated in 1996 by a telecommunications company, served as a technical interface featuring a 3D model of the city. Citizens used two-way live video for communication (e.g., coordinating classic car repairs) within the virtual space.[8]
- Antwerp: Following the pioneering digital city initiatives in Europe, Antwerp advanced the computerization of its community and the construction of an information service infrastructure aimed at citizens and local communities.[9]
- Other cities: Through the European network "TeleCities," various municipalities advanced their informatization.[10] Vienna built a cooperative system between the city and its citizens, while Bologna opened information dissemination spaces to citizens through its "Iperbole" project.[10] Diverse initiatives also developed in Ennis, London, Barcelona (with "barrio" neighborhood-level networks), and Milan.[6]
North America: Grassroots community activities
[edit]In the United States, independent, citizen-led networks developed apart from governments and corporations, driven by a tradition of valuing freedom of expression and local community.[2]
- Seattle: The "Seattle Community Network" (SCN), launched in 1992, was a citizen-led initiative that provided a sustainable information space for local residents.[11] By partnering with local libraries to guarantee network access to everyone, it became a pioneering and symbolic model of grassroots networks in the U.S.[11]
- Blacksburg: The "Blacksburg Electronic Village," established in 1991, was a technology-oriented initiative led by a consortium of universities, telecommunications companies, and local governments. However, it experienced challenges due to a misalignment of goals between technology providers and general users.[12]
- Cleveland: The "Cleveland Free-Net," opened in 1986, evolved from an electronic helpline connecting doctors and patients and functioned as a citizen-led community network.[13]
- Other cities: Following the success in Seattle, community networks launched across the U.S., including the Greater Detroit Free Net in 1993 and the Genesee Free Net in 1995. By 1998, the number of such networks exceeded 300.[3]
Asia: Urban informatization and advanced social experiments
[edit]Digital cities in Asia were primarily promoted as government-led "city informatization," while some projects involved experimental initiatives using advanced technologies.[14]
- Kyoto: "Digital City Kyoto", launched in 1998, served as a testbed on connecting physical cities and virtual spaces. It built an information infrastructure, utilizing cameras installed at a railway station to capture passenger movements in real-time and conducting a disaster evacuation simulation in a virtual space using autonomous agents.[15]
- Shanghai: As a representative example of large-scale urban informatization in Asia, "Digital City Shanghai" was promoted to support the city's rapid economic development. The project integrated municipal information resources, geographic information systems, and urban management services into a shared information infrastructure, reflecting a government-led approach to digital city development.[16]
- Singapore: Singapore pursued nationwide broadband deployment and e-government initiatives as part of its broader strategy for building an information society, becoming an influential model of urban informatization in Asia.[14]
- Other cities: Across Asia, projects tended to proceed collectively as government-led "urban informatization" rather than grassroots activities. In Malaysia high-tech new cities such as Putrajaya and Cyberjaya were constructed under the "Multimedia Super Corridor" initiative.[17]
Evolution to smart cities
[edit]By the 2010s, as global challenges such as resource optimization and environmental sustainability became more prominent, the focus of urban informatization shifted. Consequently, the concept of the digital city gradually evolved into the smart city paradigm, which emphasizes the use of the Internet of things (IoT) and sensor networks to manage physical urban infrastructure.
Digital cities are retrospectively viewed as a precursor to smart cities and a foundational stage in the development of urban computing.[18]
