Carol Ruddell is a Canadian former municipal politician who served on Scarborough Council and Metropolitan Toronto Council. She was first elected to Scarborough Council in 1966 and appointed to Metropolitan Toronto Council in 1975[1]. She later became general manager of the Metropolitan Toronto Licensing Commission.[2]
Municipal political career
[edit]Ruddell was first elected to Scarborough Council in 1966. In 1975, she was appointed to Metropolitan Toronto Council.[1]
In September 1980, Ruddell was among eight Metro Council members who supported a motion to prohibit discrimination in municipal employment on grounds including race, sex, sexual orientation and disability. The motion was defeated by 22 votes to eight.[3]
The INSPIRE Awards’ biography credits Ruddell with speaking against the Toronto bathhouse raids at Metropolitan Toronto Council in 1981[1].
Licensing Commission career
[edit]A Toronto Star photograph dated June 27, 1984, identifies Ruddell as the newly appointed general manager of the Metropolitan Toronto Licensing Commission[2]. A City of Toronto report from 1999 identifies Carol Ruddell-Foster as general manager of the Toronto Licensing Commission.[4]
Community service
[edit]According to her INSPIRE Awards biography, Ruddell served on the boards of Scarborough General Hospital, Toronto Grace Hospital and the Federation of Canadian Municipalities. She was also a founding board member of Second Base Youth Shelter and served as president of Masaryktown Non-Profit Housing.[1]
Recognition
[edit]Ruddell was named an Honorary Lifetime Achievement recipient in the 2023 INSPIRE Awards.[1]
