City University Qatar (CUQ) is a private university in Lusail, Qatar. It delivers undergraduate and postgraduate degree programmes awarded by Ulster University of the United Kingdom and is licensed by Qatar's Ministry of Education and Higher Education.[1][2]

History

The institution was established in 2018 as City University College (CUC) in Doha.[3] In 2019, it entered into an affiliation agreement with Ulster University to deliver Ulster's degree programmes in Qatar, an arrangement Ulster described as part of its international education export strategy, endorsed by Invest Northern Ireland and the British Council.[4] The partnership was formally launched at a ceremony in Doha in February 2020, and the first cohort of students enrolled in September 2020.[2][4]

In 2021, the Ministry of Education and Higher Education listed City University College among the private higher education institutions operating in Qatar.[1] A groundbreaking ceremony for a new purpose-built campus in Lusail was held in October 2022, with completion targeted for the September 2024 intake.[5]

In December 2022, Ulster University's plans for the Lusail campus attracted criticism in the United Kingdom from student representatives and Amnesty International, who raised concerns about Qatar's human rights record; Ulster University responded that higher education had the potential to support positive change in societies and that equality and inclusion remained central to its commitments.[2][6][7]

The institution was subsequently recognised as a university and became known as City University Qatar, relocating from Doha to Lusail.[3] The Lusail campus was officially inaugurated in 2025, alongside the graduation of the Class of 2025.[3][8]

Campus

City University Qatar's campus is located in Lusail. The purpose-built campus covers approximately 11,500 square metres and includes teaching laboratories, lecture theatres and a library.[3]

Academic programmes

The university offers foundation programmes, BTEC Higher National Diplomas awarded by Pearson Education, and undergraduate and postgraduate degrees awarded by Ulster University.[8][9] Undergraduate programmes include architecture, artificial intelligence, electronic engineering, biomedical engineering, business studies, computer science, game design, psychology and law.[10] Postgraduate programmes include an MBA, an MSc in Artificial Intelligence, an MSc in Marketing, a Master in Education Management and an LLM.[10]
