The Aseer Region Development Authority (ASDA) is a Saudi government authority established in 2018. It is responsible for the spatial, economic, environmental, and urban development of the Aseer Province. The authority's board of directors is chaired by the Governor of the Aseer Region.[1][2]

History and Governance

The authority was established by royal decree in February 2018 under the name "High Commission for the Development of Aseer Region" before being renamed to its current title. Organizationally, it operates under the direction of the Council of Ministers, with its board of directors chaired by the Governor of the Aseer Region.

The statutory functions of the authority include formulating regional development policies, preparing strategic plans, monitoring project execution, and facilitating private sector investments in regional infrastructure.[1][3][4]

Regional Strategy

In 2021, a regional development strategy titled "Qimam and Sheyam" (Peaks and Values) was launched for the Aseer Region. The strategy outlines a 50 billion SAR investment framework aimed at developing regional tourism, infrastructure, and natural assets[4].[5]

The regional development strategy focuses on tourism and related sectors while also targeting investment in areas such as construction, agriculture, renewable energy, mining, and sports.[6]

Tourism development has been a major component of the regional strategy. In 2024, the authority stated that Aseer had received 7.8 million visitors in the previous year and was targeting 9.1 million annual visitors by 2030.[7]

The strategy focuses on three main pillars:

  • Economy: Developing heritage and eco-tourism destinations, strengthening regional business capacity, and facilitating investment funds.
  • Community and Culture: Restoring regional heritage sites, promoting cultural heritage, and expanding local tourism training programs.
  • Environment: Managing natural water resources, protecting wildlife habitats, and implementing conservation initiatives under the Saudi Green Initiative.[8]

Infrastructure and Key Projects

The authority coordinates and facilitates several regional development projects across the Aseer Province in alignment with national service providers:

  • Transport: Coordinating regional transport corridors, mountain pass connections, and the development of the new terminal at Abha International Airport.
  • Water and Utilities: Supporting the expansion of desalinated water supply pipelines from the Shuqaiq desalination plant to Abha and surrounding areas.
  • Public Services and Healthcare: Facilitating infrastructure support for King Khalid University's main campus, the Second Industrial City in Aseer, and the King Faisal Medical City for the Southern Region.
  • Telecommunications: Overseeing expansion frameworks for regional fiber-optic networks and digital infrastructure.[8]
