Air CEMAC was a planned multinational airline which was created a year before the fall of the Pan African airline Air Afrique but would only comprise of the nations of Cameroon, Republic of the Congo, Gabon, Equatorial Guinea, Chad and Central Africa Republic and would have had a similar model to Asky Airlines.[1]

History

Air Cemac was created in 2001 with its headquarters in Brazzaville, Republic of Congo. It was built at the expense of the Congolese state and inaugurated on March 8.[2]

As launching the airline required significant financial and logistical resources, negotiations were initiated with Royal Air Maroc, SN Brussels, and South African Airways (SAA), but these proved unsuccessful. The failure of the talks with SAA in 2010 stemmed from a disagreement regarding the location of the Air CEMAC hub: SAA considered it economically more logical to base it in Douala which was the economic capital of both Cameroon and the sub-region whereas the CEMAC heads of state believed it should be located in Brazzaville.[3]

In 2012 the airline would appoint two people to management and these were the following, Etienne Robin Mintsa Mi Owono, as the chairman of Air CEMAC while Alfred Bouba Dalambaye as another manager of Air CEMAC. At the time the airline had been planned for 12 years and this was named after a meeting in Libreville. In August in 2012 the airline announced that it would launch operations in January of 2013 but there still wasn't a fleet of Air CEMAC.[4]

Following these setbacks, talks were initiated with Air France in 2012. However, they have struggled to reach a conclusion due to two sticking points

  • Air France is requesting that Air CEMAC hold a monopoly on regional traffic across the six CEMAC member countries, and that national airlines be restricted to operating routes within their respective states;
  • Air France would seeking a one-third stake in Air CEMAC in order to secure a blocking minority that would protect it against any strategic decision capable of jeopardizing the company's future.[3]

However several factors went against this.

Cameroon did not wish to reduce it's new flag carrier Camair-Co to a domestic airline and the Republic of Gabon was in talks wth Saudi group Nexus Aero International to form a new National airline. Another factor for it's failure was that several airline with active bases in Douala would pull out of Air CEMAC as a result.[5]

In 2013 the airline would officially inaugurate it's headquarters in Brazzaville and and was nearing it's launch, the airline was almost complete with just the aircraft, employees, and slots along with the AOC needed to finish the airline, while the region was significantly behind scale with the launch of the airline as it had been more than 10 years. South African airline SAA Airways, suggested that the end was in sight. An MoU was signed for the launch of the airline and Brazzaville was picked as the headquarters of the airline operations. The timeframe was not met and the airline also was delayed largely by the CEMAC biometric passport.[6] Another reason for teh fact that the airline didn't commence operations in 2013 was the fact that all of the funds for Air CEMAC were almost spent with limited cash remaining for planes, staff, and slots.[7]

The airline was abandoned in 2015 following chronic mismanagement.[8][9]

Reasons for failure

On August 3 2018 Air CEMAC was liquidated after it would end up being chronically being mismanaged by the states involved in the Air CEMAC project. It never flew a single commercial flight.[10] Many reasons included that the countries that were running Air CEMAC did not understand the importance of the project. Individual patriotism and countries like Cameroon not wanting to reduce Camair-Coto a domestic carrier as per a request from Air France who was a major shareholder in the airline.[10] 5 of the countries running Air CEMAC were oil producers and one was producing diamonds which would have led to little political will when it was about creating Air CEMAC. Gabon was also planning a new flag carrier for itself with a Saudi group which also effected development of Air CEMAC which also came from the monopoly requests.[2]
