A member of the Liberal Democratic Party (LDP), Arteaga represented Collipulli and Mariluán from 1912 until his death in 1914. During his term, he was a member of the Permanent Commission of Legislation and Justice.[1]
His parliamentary activity included debates on monetary and financial policy, public education and military organization. He also introduced a bill concerning the organization of public services in Tacna and Arica.[1]
Biography
[edit]Arteaga was born in Santiago on 19 March 1870, the son of Benjamín Arteaga Alemparte and Carlota Ureta Bascuñán. He studied at the Jesuit school and, from 1883, at the Instituto Nacional. He later studied law at the University of Chile, qualifying as a lawyer on 20 July 1893.[1]
During the Chilean Civil War of 1891, Arteaga fought on the congressional side and participated in the battles of Concón and Placilla, where he was wounded.[1]
On 24 September 1891, he was appointed a section chief in the Ministry of the Navy and on 31 December became undersecretary of the ministry, serving until 1898. During this period, he also taught Public and Administrative Law at the War Academy and Constitutional Law at the University of Chile.[1]
After leaving the Ministry of the Navy in 1898, Arteaga practiced law. He subsequently became involved in the nitrate industry in northern Chile and later participated in financial activities in Santiago.[1]
Arteaga was elected to the Chamber of Deputies for the first time in 1912. His parliamentary activity was interrupted during 1913 due to health problems, and he returned to the Chamber in March 1914.[1]
He died in Santiago on 3 December 1914, before completing his parliamentary term.[1]
