@1234qwer1234qwer4: I'm not sure you're correct. Aren't they tools for software localisation? That would make the hyphen correct. Without the hyphen, they're just localisation tools that are software. MOS:HYPHEN gives the example of the difference between government-monitoring program and government monitoring program.
