There is no hyphen in the term "public domain" itself, but here it is used as a compound modifier and therefore must be hyphenated. Otherwise "public domain software" would mean "domain software that is public", where "domain software" might be, for example, software for domain controllers. — Mikhail Ryazanov (talk) 11:08, 9 March 2016 (UTC)Reply
