Why two distinct categories "Probability" and "Probability theory" ?

There is almost no page in "Probability" and all the pages would fit as well in the category "Probability theory", so the choice of organization is curious and i would merge those categories. I imagine that editors are aware of this issue but i have found several times that the organization of topics into categories was not very practical or understandable.
