This is an administrative category, used for maintenance of the Wikipedia project. It is not part of the encyclopedia and contains non-article pages, or groups articles by status rather than subject. Do not include this category in content categories (except for eponymous maintenance categories).

"Functionary" means one who holds an office or a trust or performs a particular function; an official. This category contains subcategories of, and pages relating to, Wikipedia users who hold positions with special privacy-related access.

Such positions are normally granted and revoked either by the community in general, or at the discretion of another group of trusted users such as the Arbitration Committee.
