Best Olimi Kemigisa Akiiki (born 22 April 1967) is a Ugandan Royal and the former Queen mother (Omujwera Nyina Omukama) of the Tooro Kingdom based in Fort Portal city, Uganda.She is the mother to Rukirabasaija Oyo Nyimba Kabamba Iguru Amooti Rukidi IV, who was the Omukama of Tooro from 1995 until his death in 2026[1] . She is also the mother of Princess Ruth Nsemere Komuntale and Late Princess Cecilia Komukyeya fo Tooro.[2]
Background
[edit]She is the daughter of Prince (Omubiito) Mujungu, of the Batuku Tribe, of Rwebisengo in Present day Ntoroko district. At the time of her birth, Ntoroko was a county of Kabarole district before curving it around 1974 into Bundibugyo district alongside Bwamba County.[3]
As a mother of the youngest King in the World at the time according to Guinness Book of World records[4], Best Kemigisa assumed the role of regent of the Tooro Kingdom in 1995 .
Education
[edit]She was educated at Kahinju Primary School, Mpanga Senior Secondary School and Kyebambe Girls School, all in Fort Portal city, Tooro Kingdom.
Achievements
[edit]She is the Founder and Patron of the Tooro Women's Development Association[5] and a co-founder of the African Queens and Women Cultural Leaders Network.[6] Queen Best Kemigisa is a passionate about issues that affect girls and women in Africa. She organises Hakyooto events in various parts of Africa to educate, entertain and empower people so that they are able to live their best lives.
Queen Mother
[edit]Queen Mother Best Kemigisa Akiiki was widowed on 3 August 1995 when King Patrick Olimi Kaboyo II died suddenly.[7] She was one of the guardians of her son, the new King and one of a team of regents who helped rule Tooro until he reached his majority in 2010.[8]
On September 12, 2026, Queen Mother Best Kemigisa released[9][10] an official statement of appreciation expressing gratitude to the people of Toro, Ugandans and International well-wishers[11] for their support following the death of Omukama (King) Oyo Nyimba Kabamba Iguru - Rukidi IV.
Omukama Oyo Succession
[edit]When her son Omukama Oyo Nyimba Kabamba Iguru Rukidi IV[12] died on 27 August 2026, both Best Kemigisa and her daughter Princess Ruth Komuntale rejected the selection of Edward Rukidi Kijanangoma as Rukidi IV's successor[13], citing a 2022 will in which Rukidi IV reportedly named a biological son as his heir. The Babiito royal clan leaders, however, maintained that the succession should be determined according to Tooro's customs and traditions.[14][15][16][17]
Legal Disputes
[edit]Best brought charges of fraud against a man accused of stealing around $60,000 US from her, money supposed to be used to register her Toro Women's Organisation with the United Nations.[18] Moses Kyeyune was convicted in May 2013 and sentenced to five years in prison.[19]
She was also involved in a legal fight with a lawyer, Bob Kasango[20] who she claimed had defrauded her of a large sum of money.[21] Court ordered Bob Kasango to pay Shs 3 billion as compensation [22]to Tooro Queen Mother Best Kemigisa. The money in question belonged to the Toro Queen Mother who entrusted Mr Kasango with the duty of receiving it from the Lands Ministry Permanent Secretary on her behalf.
