Latin transcription preferences

Do we have any prior results of discussion for the transcription of people's names from Cyrillic into the Latin alphabet? I'm sure that there must have been lots of these debates. E.g. primarily by the English-language sources, or per-script preferences, or per the subject's preferences if it's a living person and clearly expressed, or just whatever consensus happens among people working on a particular article?
