How did the CDU ged 22,6 and the CSU 6,0% but the CDU/CSU combined 28,5%?

That is actually correct due to rounding. Specifically, the CDU got 22.55% of the party list vote and the CSU got 5.97% of the party list vote. 22.55% rounds to 22.6%, and 5.97% rounds to 6.0%, but 22.55 + 5.97 = 28.52% which rounds down to 28.5%. The article currently says, "The CDU has an official party congress adjudication that prohibits coalitions and any sort of cooperation with either The Left or the Alternative for Germany."
