Current electoral votes bug

In adoption section's Infobox for "Jurisdictions enacting law to join the National Popular Vote Interstate Compact" states who approved NPVIC by electoral votes looks very broken via all said 0 electoral votes instead from actual numbers from per state's random electoral vote numbers, And I don't know how getting to working right. Remove flags

The use of flags to populate the NPVIC infobox goes against the guidelines in inappropriate use of flags and other icons, including appropriate encyclopedic purpose, too many icons in one place, word precedence, and most importantly, flag use in infoboxes.
