Serious question of public interest

If keeping an old photo of an article under discussion isn't fair use, what is? Is the problem that people were able to read the entire front page? Frankly, I think the image are at such low resolution as to be pointless; could the high-resolution images not be reinstated, and the rest of the page(i.e. the articles) blanked out? — Preceding unsigned comment added by Noble Korhedron (talk • contribs) 18:31, 15 January 2018 (UTC)
